Enforcement Against Pirated IPTV and Legal & Cybersecurity Risk Awareness

The advancement of technology has transformed the way audiovisual content is consumed, but it has also paved the way for practices that jeopardize both intellectual property holders and consumers. A clear example is the use of pirated IPTV services, which have become the target of increasing enforcement actions by Brazilian authorities.

While IPTV — a technology that enables the transmission of television content via the internet — is lawful when used within legal boundaries, the unauthorized distribution of copyrighted material constitutes a criminal offense under Article 184 of the Brazilian Criminal Code. The judiciary has responded firmly: in a recent ruling by the 5th Criminal Court of Campinas (SP), an operator of an illegal IPTV service was sentenced to over five years in prison for copyright infringement. The platform served more than 20,000 users and generated millions of reais annually, underscoring the scale and profitability of the illicit streaming market.

This conviction is part of Operation 404, led by the Ministry of Justice and Public Security, which has already blocked hundreds of illegal websites and applications, with support from international entities in the sports and entertainment sectors. The operation has also revealed a concerning trend: many of these services are used as vectors for malware, data theft, and financial fraud.

From the consumer’s perspective, the risks are significant. It is estimated that approximately 30% of pirated IPTV users were victims of cyberattacks, resulting in substantial financial losses. Moreover, the use of non-certified devices, such as unauthorized TV boxes, may lead to administrative fines and civil liability, as warned by Brazil’s National Telecommunications Agency (Anatel).

In light of this scenario, investing in legal, secure, and sustainable content solutions is increasingly essential. More importantly, companies and rights holders must remain vigilant and proactive in utilizing legal tools to safeguard their assets and curb illicit practices that undermine the integrity of the audiovisual market.
