ANCINE’s New Administrative Procedure Is Already Being Used to Block Illegal Audiovisual Streaming Websites and Apps in Brazil
Brazil’s operational anti-piracy framework introduces dynamic blocking measures and new enforcement opportunities for audiovisual rights holders.
Brazil has introduced an important new tool against online audiovisual piracy, with administrative enforcement already underway.
Under Normative Instruction No. 174/2026, ANCINE, Brazil’s national audiovisual regulatory agency, has established a procedure allowing rights holders to request the blocking of websites, apps and other online services distributing protected audiovisual content without authorization.
For film studios, streaming platforms, broadcasters, sports leagues and other rights holders, this creates an additional enforcement route without necessarily requiring court proceedings.
The administrative blocking framework is already operational through cooperation between ANCINE and ANATEL, Brazil’s telecommunications regulator.
How the Procedure Works
Copyright and broadcasting rights holders, licensees, assignees, authorized representatives and qualifying industry associations may submit electronic complaints to ANCINE, free of administrative filing fees.
Complaints must identify the infringing services, provide relevant technical information, including domains, URLs and IP addresses, and present evidence of unauthorized distribution.
Following its review, ANCINE may determine blocking measures, implemented through ANATEL in coordination with telecommunications operators. Blocking is subject to applicable requirements and is not automatic.
Dynamic Blocking: A Key Advantage
One of the framework’s most significant features is dynamic blocking.
Pirate services frequently circumvent restrictions by changing domains, IP addresses or other access points. Under the regulation, initial blocking decisions may extend to new addresses associated with the same illegal service, provided supporting evidence is submitted.
This allows rights holders to move beyond isolated blocking actions toward continuous enforcement against evolving pirate infrastructures.
Effective implementation therefore requires ongoing monitoring, technical investigation, evidence collection and administrative follow-up.
Special Measures for Live Sports and Events
The relulation also provides specific procedures for live audiovisual transmissions, including advance notification to ANCINE and preparation of enforcement measures.
This is particularly relevant for sports leagues, broadcasters and streaming platforms, where unauthorized transmissions can significantly affect the commercial value of exclusive broadcasting rights.
Although blocking at a specific time cannot be guaranteed, the procedure offers an additional tool to address time-sensitive piracy.
Beyond Administrative Blocking
ANCINE‘s procedure, implemented in cooperation with ANATEL, focuses on restricting access to illegal services. It does not replace enforcement measures against their operators.
Depending on the circumstances and objectives, rights holders may also pursue police investigations, criminal proceedings or civil litigation to identify those responsible, disrupt illegal operations, obtain injunctions or seek damages.
Combining administrative blocking with cyber investigations and other enforcement measures can therefore provide a more comprehensive strategy against audiovisual piracy in Brazil.
