The first Action Plan for the implementation of the National Intellectual Property Strategy is approved

On June 9, 2021, the Interministerial Group on Industrial Property (GIPI, in the Portuguese acronym) approved the first Action Plan for the implementation and monitoring of the National Intellectual Property Strategy (ENPI, in the Portuguese acronym). The purpose of the National Intellectual Property Strategy (ENPI) is to establish governance and coordination for initiatives, projects and programs related to intellectual property. The ENPI is structured in 7 Strategic Axes, namely:
– IP for competitiveness and development;
– Dissemination, training and capacity building in IP;
– Governance and Institutional Strengthening;
– Modernization of Legal and Infra-Legal Frameworks;
– Compliance and Legal Security;
– Intelligence and Vision of the Future;
– Insertion of Brazil in the Global IP System.
For each Axis above, the National Intellectual Property Strategy foresees a series of actions, which must be implemented by action plans. The action plans will be renewed every two years (e.g., the next in the 2023-2025 biennium, and so on).
The actions of the approved plan will be published by specific ordinances to be issued by GIPI, which shall have provisions on (i) priority actions; (ii) organizational structure; (iii) communication; (iv) deliveries; (v) goals; (vi) monitoring, evaluation and control; (vii) budgetary and financial issues; and (viii) risk mitigation.
At the meeting on June 9, 2021, the 16 ministries that make up the GIPI also approved the selection of 10 (ten) civil society entities to compose the group. Such entities will be selected for a term of 12 (twelve) months.
Such news was published by the Federal Government on its Intellectual Property Portal, also released on June 9, 2021. This portal presents the status of planned actions, legislation on the subject and other news.
It is worth remembering that the National Intellectual Property Strategy is expected to last for 10 years.
